   N   = nops(L) (list) or dim(L) (array)                    

GLOBAL VARIABLES : 

SYNOPSIS :   
   Calculates a lower bound for sum ORD g where    
   g = (c1 f1 + c2 f2 + ...)                             
   Here sum is over cusps not equivalent to oo.              
   (Usually) each ORDS(f) was produced by cuspORDSnotoo   
   (Usually) 1 is one term of g (but not necessarily)
